What are the fears and dilemmas do government face in promoting community development and how can some of the fear can be allayed to enable people participate fully in the process of their own development
INTRODUCTION
Fear is a though that something unpleasant happen or
might have happened. Or is the unpleasant you have when you think that b you
are in danger.
Dilemmas
are difficult situation in which you have to choose between two or more
alternatives. Or refers to the situation in which difficult choice has to be
made between two or more alternatives especially ones that are equally
undesirable
Community
development is a process where community
members come together to take collective action and generate solutions to
common problems. It is a broad term given to the practices of civic leaders,
activists, involved citizens and professionals to improve various aspects of
communities, typically aiming to build stronger and more resilient local
communities.
Community development is also
understood as a professional discipline, and is defined by the International
Association for Community Development , the global network of community
development practitioners and scholars, as "a practice-based profession
and an academic discipline that promotes participative democracy, sustainable
development, rights, economic opportunity, equality and social justice, through
the organization, education and empowerment of people within their communities,
whether these be of locality, identity or interest, in urban and rural
settings".
Community development seeks to
empower individuals and groups of people with the skills they need to effect
change within their communities. These skills are often created through the
formation of social groups working for a common agenda. Community developers
must understand both how to work with individuals and how to affect
communities' positions within the context of larger social institutions
.
MAIN
BODY
Fears and dilemma that faced the government in
promoting development in the community include the following;
Apart from
factors such as poverty, homelessness and environmental issues, bad
administration and inadequate community initiatives are also responsible for
the current issues threatening the development of sustainable communities. Few
common challenges in sustainable community development were identified. These
challenges include integration, scale, governance, community inclusion,
traditional beliefs, gender stereotype and disintegration of infrastructure.
Integration;
Human settlements are often areas of inequality, segregation and exclusion.
Despite government’s best efforts the housing and service interventions for the
poor have continued to perpetuate. The result has been the development of large
dormitory settlements of low-cost houses on the urban periphery far from
economic opportunities and rural areas being continually overlooked. The
consequence is that people get trapped in poverty and are subject to long-term
social costs. Despite this there is still considerable work to be done in
developing policies and strategies to be implemented on a meaningful scale
while the policy instruments and frameworks that are required for a coherent
and implementable approach to integration are still undeveloped and require
attention.
Governance;
Government structures often do not embrace sustainable community development as
a guiding planning principle resulting in the implementations of sustainability
objectives often becoming difficult and resulting in ineffectiveness. Even the
government sectors that have embraced the principles of sustainable community
development have had considerable difficulty in translating strategies into
practice. Political corruption acts as a big deterrent in realizing sustainable
communities because the misappropriation of funds results in reduced
effectiveness of community development initiatives
Lack of
patriotism/thrust ship among the members of the community; Within the
society there were different kind of people with different kind of behaviour.In
this group of people found on these community there are some who are not
patriotism. Some of them they destroy the infrastructure which was created for
the benefits of the whole community. And some they take those for their own use
such things include railway material, electricity material such as electric
wire and so on. So through this obstacle the government fears to promote development
within this community to lack of patriotism within the community
Traditional beliefs;
Now days people were develop psychologically to mentally they know what they do
but still there are some society which they follow the traditional roles which
are not beneficial to their lives and other human lives. For example when the
government plan to make a concur of people live in the society some of them they do not want to be counted because
their beliefs does not permit people to
be counted by other people for any reason and by any means because they believe
human being are not counted that’s is kind of witchcraft..
Gender stereotype;
Also in some community there are society who have negative aspects, they think
that only men are the one who have right to do each and everything within the
family an he is the one who are required to be educated they forgot that both
women and men have equal right both they need to be educated. These make the
government dilemmas in promoting development because the government want each
member in the society to be treated equally in both aspects because they
beliefs the equality among these two gender will bring development within the
community because it create a good relationship among the community members
Geographical
location; Geographical location also is one among of the fears which the
government faced in promoting community development. This may be due to the
disaster which may occur floods also are
one among or the disaster tsunami and other disaster .so through these other
society there was no development because the government fail to know how to
solve that problem for the purpose of promoting development
Conflicts; There are some community
where there is presence of conflicts all the time for example some of the
community there is conflicts between the pastoralist and the farmers so instead
of the government to bring development in this community they start o resolve
this conflict, it seem that there is some community which there is no
development due to conflicts because the government fear to promote development
to the people who do not interact to each other.
Those are the fears and dilemmas that’s the government
faced during the period of promoting community development. Then after knowing
the dilemmas and fears that the government faced in promoting a sustainable
community development the government together with other institutions they must
develop the ways through which they can escape those fairs and dilemmas. The
following are the solution that the government should follow to remove those
fairs and dilemmas which may act as barriers for development.
There should be
good governance;
In any state or country which they do not have good governance their
development is low due to different reasons first reason it may be corruption
these was very big problem within the community because their leader are not
thrust full they use the public recourses for their own benefit unsteady of
community benefits, for example when the government gives money either
for construction of either hospital or school but these money when they reach
to the community leader they not use it in purposive activity but they use it
for their own purposes.
Also the community participation is very
important in development issues; The good interaction between the community
members and the government is the one which can lead to the development in the
community. When the community members does not have good relationship with the
government it will not be easy to achieves the dreams of promoting community
development because of poor relationship among the community members and the
government.
Also there must
be city plan;
In others areas the government failed to promote the community development
because of their city are not well planned. In areas which are not well planed
its hard to provide social , economic and political development because it is
not satisfied by the government whether to be area for settlement or business
area, and that’s why in developing country such as Tanzania when you go in villages
areas are not well developed because are not well planed there is no scale for
that villages, peoples construct their houses randomly withough the permission
from the government, and that’s why in Tanzania now days each they introduce the laws which govern
each member of the community who own the land he/she must have a permission
from the ministry of land plan and settlements mh William lukuvi. This law was
in order for controlling land misunderstanding and to lead development within
the community...
Education should
be provided to the community member; The education which is needed here is
that which show the impact of cultural beliefs and how development is important
in the community, this will help people to understand what they are doing and
what are the benefit of that thing in their daily life, they need to be like
other to thrust on what the government have been do, so through these method it
will remove fairs from the government because each person understanding the
impact of what he/she is doing..
Thrust ship and
patriotism; It
is very important in promoting the development within the community, For
example when each member of the community will be a protector of other this
will help to reduce the unwanted crime especially of government resources such
as electricity wire, and other thing which are important in bringing the
development within the community.
Solving
conflicts;
Also through solving the community conflicts such as ethical conflicts which
are always occur in our community this will help the government to provide
development in these community, because these conflicts is seem to be as an
obstacle in promoting community development
Community empowerment;
This refers to the process of boosting a person to afford what he or she needs
so the community member should be empowered in variously way such as meeting
which will help them to generate a knowledge that can help to afford their
basic and important needs so through empowering the community it will be easy
for the government to provide development
CONCLUSION
After examining the various definitions
of sustainable communities offered it is concluded that a sustainable community
is one in which the residents meet their needs while making effective use of
natural resources for enhancing the environment, achieving social cohesion and
strengthening their economic prosperity in such a manner that the needs of
future generations will be met. The crucial role of local authorities in
achieving such settlements was also highlighted
