Arusha declaration
Arusha declaration
in( Swahili Azimio la Arusha ) held in Arusha town in 5february 1967 and was
announced for Tanganyika African National Union by Julius Nyerere, the
declaration was discussed and then published in Swahili (Kaitila 2007). The aim
of Arusha declaration is to ensure equalization in the society through consolidation and maintenance the independence of the
country and the freedom of its people. Arusha
declaration comes up with several policies such as;
PART
ONE
THE
TANU CREED
The policy of TANU is to build a socialist state.
Whereas all human beings are equal, every individual has a right to dignity and
respect. Therefore must peace and security being maintained in the society.
PART
TWO
The policy of socialism,
this policy means that all people have to live equally, members of the society
have to share properties, major means of production should being controlled to
both peasant and workers, absence of exploitation.
The existence of democracy and socialism is a belief, in this policy the
successful implementation of socialist objectives depends very much up the
leaders because socialism is a belief in a particular system of living and it is
difficult for leaders to promote its growth if they do not themselves accept it.
PART THREE
The policy of self -reliance,
in this policy TANU was involved in a war against poverty and oppression in our
country; the struggle is aimed at moving the people of Tanzania (and the people
of Africa as a whole) from a state of
poverty to a state of prosperity. Through
this policy they discussed about manual work. People believe on money, they do
not know that any problem must not end by using only money. Thus, must fight
for our own and not by using money, do not let depend upon money for
development.
PART FOUR
The Arusha declaration come up with the Arusha
Resolution. Therefore the national committee, meeting in the community centre
at Arusha from 26.2.1967 to 29.2.1967 resolves as follows;
The leadership; every
government leader must be either a peasant or a worker, and should in no way be
associated with the practices or capitalism or feudalism, no government leader
should hold share in any company, no government leader should own houses which
he rents to others, no government leader should receive two or more salaries, and
the like.
The government and other
institutions; congratulates the government for the
steps it has taken so far in the implementation of the policy of socialism, calls upon the government to
take further steps in the implementation of the policy of socialism.
Membership;
member should get thorough teaching on party ideology so that may understand
it, and they should always be reminded of the importance of living up to its
principles.
The following are features of
Arusha declaration or aims of Arusha declaration
Absence of exploitation; a
truly socialist state is one in which all people are workers and in which
neither capitalist no feudalism exists. It does not have two of classes of
people a lower class composed of people who work for their living and an upper
class of people a lower class composed of people who work for their living and
an upper class or people who live on the working of others for the living and
an upper class of the people
who live on the work of others in a really
socialist country no personal exploit another, everyone who physically able to
work are not glossily divergent .In socialist country only people who live on
the work of others and have the right to be dependent upon their fellows are
small children, people who too old support themselves the crippled and whom
state at any one time cannot provide with opportunity to work for their living.
The major means of production and exchange are under control of peasant and
workers; to build and maintain socialism it is essential
that all major means of production and exchange in the nation are controlled
and owned by the peasant through the machinery of their government and their
cooperatives .it is essential that the
ruling party should be peasant
and workers ;the major means of
production and exchange are such things
as land, forests ,minerals ,water, oil, and electricity, news media, communication
banks insurance, import and export trade wholesale trade, iron, machine tools ,
arms, motor-car cement ,fertilizers and textile industries that and any big
factory industries, large plantation and especially those which provide raw
materials essential to important industries.
The existence of democracy; a
state is not socialist simply because its means of production and exchange are
controlled or owned by the government either wholly or in large part it is
essentially that its government is chosen and led by the peasant and workers
themselves strengthen of oppression not the building of socialism cannot exist
without democracy also existing in the society.
Socialism belief; socialism
is a way of life and a socialist society cannot simply come into existence ,a
socialist society can only be built by those who believe in and who themselves
practice the principles of socialism ,and economic system are all those in
Africa and elsewhere in the world who fight for the rights of peasants and
workers ,implementation of socialist
objectives depends much on the leader ,to promote its growth if they do not
themselves accept it.
In conclusion; through
the Arusha declaration every individual have right, a right to receive from
society, protection of his life and property according to law,every person have
a right to receive right to dignity and respect , every citizen has a right and is an integral part of the Nation and has
a right to take an equal part in government at local, regional and national level.
Hence Arusha declaration bringing what we call equalization within a society.
