Many people beloved that in order to build thee socialist state, money was only solution to solve all the problem which faced people at several times like the problem of water, education health and transport services.
Tanu of discouraged dependence of money to bring development, that bring it was on ignorance for our country to depend money from the foreign countries in order to  built our own.
Its difficult for our country to e developed by deepen dry loans and aids from other states.
We based on the industries by Believing that industries were source of developing while there was no ability to establish modern industries in our state due to the lack of money and proffional who were specialized in industries.
We should value much the famers, our government ensure that only the urban Arbas, were production important services like transport water school and so on while on the others do, the government did not put into consideration about the life of peasants in the rural areas whereby peasants locked good social services from the government
The development is never obtained through money, but the development is brought by people, land, good polities and good leadership.
The development is brought by agriculture, through agriculture. There will be possibility of getting enough food and money.
The ways of development, are hard work, we should work very hard for auriviency development and not waste a time fur unnecessary matters another is intelligence, people should use their knowledge very effectively.
Chapter four
The members of the political party were needed to follow and observed the principle, regulation and rules of Tanu- no one was allowed to go against it. And should br in mind that only workers and peasants were required to join in.

Also thee government and institution insist much the government to create different plan for our development and not depend on loan and aids from other country for our development and put effort and action which will improve the standard living of peasant
Generally Arusha declaration had a good plan for our country for the development. Introduced different ways which people can do in order to depend themselves and not depend other country. We have a lot of resource why we are still poor, is caused our ignorance of thinking money is a source of our development than to work hard and to get our development for our effort but we still dependent.
