ABSTRACT
This report is about what I have been learnt and experienced at Mtawanya
ward found in Mtwara Municipality.
This field helps in learning, increase knowledge and to change my
studies form theoretical to be practical, also it help me to live with
different peoples, in work place and community members and how I can face
different challenges in any environment in our community.

CHAPTER ONE
1.0 INTRODUCTION
This
report looks on the work done during the field that as Ward executive on the
background of the field also the purpose, the challenges also the skills and
experience gained during the course of study. Also the challenges existed and
the recommendations that can be used to overcome those challenges.
1.1 Back Ground of
Mtawanya Ward
Mtawanya Ward is the one of the wards found
in Mtwara municipality located in Mtwara region. Mtawanya Ward contains around
335 people living in different villages. Mtawanya ward have seven villages that
are Mangamba Juu,Mangamba Chini,Uwanja Ndege, Chihiko, Namayanga, Mtawanya
Zahanati, Mtawanya sokoni.The people of Mtawanya are engaging in agriculture in
cultivating crops example cassava also beans and maize hence support their
life. The people of Mtawanya have a tendency of participating in village
meeting that give them the chance to participate in development of their
community. Other people in Mtawanya ward are engaging in business activity that
used to boost up their life hence the are collecting tax that support the
development of the community as large.
1.2. Vision
The vision of Mtawanya ward is to have the
people with the tendency of participating in village meeting also transparency
and accountability of the leaders to the citizen that brings about peace.
Mtawanya ward is there to solve the problems that undermined by them in their
community example land problem, school problems. But also to collect tax to the
citizen who engage in business activity.
1.3. Mission
To have the better community with people who
can volunteer themselves to give the development of the community. Also the
mission is have good utilization of resources example water and being a good
society to people in solving life
problems that occur in their schools, hospitals, homes, in their family and
farms.
1.4.
The specific objective of Mtawanya Ward in Mtwara Municipality
i.
To have
the good society with people who participate in development.
ii.
To promote
people especially businessman to make sure they pay for the tax.
iii.
To
organize and manage the citizen on the activities example supporting the cleanness
iv.
To
enhance the good production of crops that would be used for food and business.
v.
Encourage
peace and harmony to the people hence having unity so as to sustain their
goals.
vi.
Ensures
the good provision of education in secondary schools also in primary schools
1.5 Purpose of training
The
purpose of the training is to have the good ward executive officer who would
perform their duty according with the government needs and provision of human
rights to all members around the villages.
Also to
make a leader a part and parcel of the government in supporting the issues that
would lead to attain the goals easily.
CHAPTER TWO
2.0 Location of Mtawanya Ward
Mtawanya ward is located in Mtwara
municipality in Mtwara region in Southern Tanzania having the villages as
Mangamba Juu, Mangamba Chini,Uwanja Ndege, Chihiko, Namayanga, Mtawanya
Zahanati, Mtawanya Sokoni.
2.1
Activities Under Taken To Mtawanya Ward
First of all, I was attending
orientation about Mtawanya organization and introduced me the staff members and
to know their responsibilities and duties according to their Department.
Word executive officer give the historical
back ground about Mtawanya Organization and explain different program which
under taken by Mtawanya Organization
including collecting tax as word
assistant executive officer it was my duty to stimulate the development of
education by forcing parents to sent their children at school whom was
absentees at school, to solve
different cases obtained by criminals.
To meet with different citizens during the village meeting to talk about
challenges or development carried out in the village if there is any challenges
if possible can be solved
Also
I meet with parents from Mtawanya village that give me the harmony of
understanding their needs and I give them the challenges and problems that can
affect their children if they would not attend at school.
I learnt that ethics we are taught in the
college is very important because it correct all behaviors and how to behave in
different areas example dressing style, respect, discipline, obey is very
important to our life
I gained knowledge how to protect Mtawanya
properties and our own because properties can help to develop organization from
one place to another, here is all about keeping well all office equipments
which obtained in the certain office
Speaking skills, since I was survey in
different society members in the office and in the village I gained how to
speak in officially in the village, I know how to speak in socially and
friendly.
CHAPTER THREE
3.0
Lesson, Experience and skills.
As defined by Jackbson (2005) Skills are experiences that acquired by
a certain person so as to create a certain thing or to accomplish the certain
thing.
The following are skills that I experienced during my field in Mtawanya Ward
as follows
During my field study I learned on how human
resource officer can achieve it’s different duties in different organization
example how to treat people at the work place, to motivate citizen when he or
she need the services in the organization or company.
To change my study from theoretically and to
be practically, here during my field study my study was changed from theory to
practical I acquired more knowledge compared to theory because of practical
obtained during my field study.
I increase knowledge and skills on how we can
live or work together with different people in a certain work place inside the
organization and outside the organization as well as known as due to my field
study knowledge and skills increased on how we can live with people inside and
outside the organization for example how I can participate in different
matters, speaking with people into mouth peace.
I learnt to know responsibilities as human
resource officer or manager, Human resource officer have got different
responsibility in the organization. So due to my field study I learnt the
responsibilities which must be obtained as human resource person Example
running, To orient people, to motivate people at the working place etc.
I learnt on how to familiarize with the working environment for
example organization, company, during field study I learnt on how I can be
familiarized with the working environment the people who work in any
organization he or she must be familiarized with the certain environment so
that can be easy to provide services needed in the organization.
2.2.
Challenges encountered by Mtawanya Ward
As executive ward officer in Mtawanya ward I
experience challenges in that area as follows,
Lack of enough equipment in the office, As a
ward executive officer in Mtawanya ward I expect to have many computers that
would lead to good performance of the works that found in that place. So
inadequate of instruments that would boost the work makes inefficiency of the
work.
Disunity among the members of the community,
Thus in Mtawanya ward the people have to unity in participating in village
meeting that make the absent of development to the community.
Irresponsibility of other leaders, there are
leaders who were very irresponsible hence make the development to be low.
Irresponsibility of leaders and citizen make the development in any community
to be low since they can’t afford to make their work more critical.
Language background, When the meeting proceed
the citizen they were mixing the Kiswahili language with Kimakonde hence make
me in doughty to get what they were expecting to talk.
Lack of fund, Thus in travelling to many
societies also to the villages I lack fund that would boot me when I was
travelling from one place to another hence to make good job I realize to travel
to the village near by my office to listen the problems that undermine the
villagers.
2.3 Solutions
of the problems that encountered
To budget the fund, That according to the fact that the
village were so far from the ward office hence I have not enough money I decide
to visit to the villages that were around to see the activities done by them
also transport problems it was factor then I decide to use motor vehicle as a
way to travel to many villages.
To
make good record by using paper, since the equipment of the office was few it
make me record the activities by using
papers that found into the office rather than using computers that can be used
for documentation purpose hence to make
the good data collection for what said by the members of the community.
Make
the meeting, Since many families were separated as a ward executive I decide to
make follow up and make one meeting that contain all community members since it
was a measure to make them state their problems undermined.
2.4.
Recommendations and conclusion
This implies about the issues raised during
the field activity thus would lead to suitable condition also can give
direction to stakeholders and other people,
The
government should promote the citizen to attend into the different meeting and
come up with the new ideas hence the villagers can come with the ideas and
views that can stimulate the ward development and achievement.
The
ward officer should make follow-up to the people who are living into the
certain area to know their needs and wishes hence they can live better and
improve their health.
The
ward officer should encourage the mass to attend to promote peace and harmony
to the society, Thus through preaching peace the villagers would live the good
life and enjoy the fruits of their country and their society.
The
government should increase the instruments that would be used to the ward
office hence things like printing machine, Computers, white paper also many files that would make good accessible of
work hence make good performance of their work.
The
ward officer travel so far to collect tax also to solve the various problems
arised in the certain area. Some time the government may provide the motor
vehicle that would boost the ward officers to travel from so far.
CONCLUSION
Therefore as a ward officer in any community
needs cooperation to the citizen so as bring the ward development hence the
good utilization of resources .To my Field I gained more skills and experience
that would help me to tackle the community problems that even after completing my studies. If the
citizens would participate in community development example paying Tax and
revenue also attending to the meeting that would make good provision of social
services
