CHAPTER ONE

GENERAL INTRODUCTION

1.0 Introduction.

In this chapter the following content will be discussed, the background of the study, statement of the problem, objectives of the study, research question, significance of the problem, limitation and scope of the study and definition of key terms.

1.1 Background of the problem.

Learning is a product not only for formal schools but also of families, community and peers. The social, economic and cultural force affecting learning and schools achievement.

Over the last two decade the government have increase in improving access of primary and secondary schools as well up to university level so as to increase the numbers of educated people in Tanzania so the government establishes various programme that aiming to to make people elite like the Programme of Universal Primary Education which refers to the enrollment of all school age children in primary school(UNESCO. 2005). but although the government put a lot of effort in making sure that the education is provide to all society members but the government schools still get poor performance in form four examination. So i will investigate the factors that lead the most of students in government schools performing poor in Certificate of Secondary Education Examination (CSEE). In Mtwara district even if the government are put enough effort in establishing many primary and secondary schools.

1.2 Statement of the Problem.

The Tanzania development vision of (2025) State that education should be treated as strategic means for mindset transformation and creation of well educated nation. In Tanzania government established Universal primary Education (UPE). With aiming of enable many students to complete primary so as to cope with the consequence the government launched the programmer of secondary schools so the government and stakeholder expand education all together so as to enhance the development of education but the big problem is still up to day the most of government schools perform poor in Certificate of Secondary Education Examination(CSEE) .That make most of students from government schools ending at Form four because most of students are fail .(Malekela,2004)

1.3 Objective of the Study.

The main objective of the research will be to investigate the factors which lead the most students in government schools to perform poor in form four examinations (CSEE) in Mtwara district.

13.1 The specific objectives.

        i.            To find out the roles of teaching process in improving academic performance.

ii.            To find out the students commitment on learning process on how facilitate the good performance.

iii.            To find out the availability of teaching and learning materials  on how facilitate the good performance.

1.4 Research question.

        i.            What are the roles of teaching and learning process affecting the student’s performance?

ii.            What are the students attitude affect the knowledge received from trainers?

iii.            What are the availability of teaching and learning materials contribute to the poor performance?

1.5 Signifance of the study.

The research will be the shade light on why government secondary schools perform poor in form four examination (CSEE) and this research will show the possible ways which can be using by government and stakeholders of education to take the remedial measures in improving education sector in Tanzania.

The study will advance the knowledge and provide basis for further research of the similar topic.

The study will help the government and stakeholders of education sectors to come up with new possible ways to decrease the poor performance in government secondary schools.

1.6 Scope and Limitation of the study.

The Research will be conducted in Mtwara district especially in O level secondary schools for government schools only and this study will lay on academic to see the way the secondary schools in Mtwara district students and teachers cooperate together in academic issue. Also in discipline in order to check the way the students from government the way they behave when they in schools and in the society so as to link with their academic performance.

1.7 Definition of key terms.

Poor performance refers to the situation of students to fail to attain the pass marks which can enable to proceed studying for further education.(Mugenda,1999).

CHAPTER TWO

2.0 LITERATURE REVIEW.

This chapter entails the literature review which relate to the research on the factos which lead to poor performance in government secondary schools form four examination(CSEE).The chapter will present the theoretical literature and the second part will involve empirical literature review.

2.1Theoretical literature.

The study will guided by motivation system theory of Campbell(2007)the theory state that direct offspring or subject of Segmund Freud theory is Martin Fords Motivation system theory (MST) this frame work focuses on the individual as unit of analysis, but embends the individual in the biological, social and environment context that are crucial to the development. MST attempt to describe the development of the whole person in context in much the same way biologist might describe an individual plant and its relationship to its immediate ecological niche, as well as the larger ecosystem in which it resides (Pintrich&Schunk,1996).Ford proposed a simple mathematical formula that attemps to represents all factors in one model. The formula for affective person in context functioning is

         Achievement=(Motivation X skill)X response

                                   .................................

                             Biological structure.

The formula suggest that in any behavior or response there are four major pre requisite for effective active functioning.

(i)The person must have the Motivation needed to initiate and maintain the activity until the goal directing the episode is attained.

(ii)The person must have the skills necessary to construct and excite a pattern of activity that will produce the desire result.

(iii)The person is biological structive and functioning must able to support the operation of the Motivation and skill component.

(iv)The person must have cooperation of a responsive environment that will facilitate progress toward the goal(Fords ,1992)

2.2 The Empirical review

2.2.1 School related factors

In this study school related factor the way it influence the students performance includes the school administration, The role of teachers and the students themselves.

Influence of school Administration on students performance.

Thought there are many factors which affecting the students performance school leadership also had a positive affect on the students to perform well ,supporting finding from correlation shown  earlier. For every one standard deviation increase in agreement for that factors(TELL Colorado, 2011).

One among the role of school administration is to control discipline both to students and teachers. Stanley (2014).in the study titled "Discipline and Academic performance"

2.2.2 The role of teachers in students performance.

Lai(2007),in the study of "The effect of school and teachers quality on students performance. Using natural experiment from the middle school reform in Beijing they examine how school and teacher characteristic affect students academic performance. Result show that school effect matters for the test score on the high schools entrance examination. They indentified the role of teachers quality.

2.2.3 Role of students in promoting their performance.

Discipline towards students is among the key elements which can support student’s performance They had evident by Stanley (2014) in the study titled" Discipline and Academic performance "as study selected secondary school in Lagos (Nigeria)." On the whole the study revealed that school rule and regulation play significant rule in enhancing student’s performance.

More over Mlowosa et al(2004).In the study titled"The impact of truancy in the Academic performance among secondary school students "A case study in Kigamboni ward in Temeke Municipal they argue that percent of participants agreed that truancy was latent base for poor Academic performance.

2.2.4 Community related factors.

According to TELL Colorado(2011).in the study titled" The impact of teaching conditions on students performance and teachers attrition "Argue that community support and  involves had strong positive impact of teaching and learning condition factors at elementary level.

2.4.5 Physical facilities related factors.

Sabitu et al(2011).in the of school type qualities and Academic performance oof the students in senior secondary school in the Ondo state (Nigeria).evidence that cause of the poor Academic performance could include ownership of the school and inadequate facilities because facilities were every thing used directly or indirectly benefit of education such as classrooms,Staffroom, Laboratory, Library, Playground, Water and electricity ,desks and tables that is very important in improving students performance in Nigeria.

2.1.6 The influence of building on students performance.

Naz et al,(2013).Evident that " Physical infrastructure facilities(School building, Classroom et al)were the compulsory component of any education institution and research proved that the students performance and Academic achievement in test score were correlated with the better building quality newer school building proper light, advanced laboratory and library (Ferry ,1982).have assessed students studying in modernize and new building concluded that the students of modern develop score high grade than the students of non modernize school.

2.1.7 Availability of teaching and learning materials to student’s performance.

Atieno (2004).Conducted study titled "Influence of teaching and learning resources on students performance in Kenya Certificate of secondary in Free day secondary school in Embakasi district" The study found out that teaching and learning materials were available and were utilize in school especially these used in classroom like chalks ,duster and charts except the physical facilities were looking that result into stretched resources with annual increase in enrollment rates which undermine quality of education.

In conclusion is that the most students performance poor performance in Form four examination due to many factors which are surrounding them such  a as the society poor support from the society including the people who are surrounding them and also the most students have no commitment in learning because most of them they want to be force by stick from the teachers which is very bad because a good learning is from intrinsic desire from the people.
